Hello, It's possible for you to use one Google account for your website and have all photos uploaded through to that account. But I don't recommend that solution because it doesn't scale well. If you try uploading 100 photos at the same time, you'll probably run into one of the qps limits enforced on the photo storage system.
Yes, 400x400 photos don't count toward your quota.
