Brian, fwiw I am also seeing incomplete search results. My experience is that the problem gets worse the more pictures are inside an album. Sometimes the result set changes in a further search performed a bit later. I guess the issue is related to different Google servers responding to your queries.
My workaround is to perform searches repeatedly (on different days) and accumulate the results. This is anything but optimal of course. If I remember correctly I have also had incomplete results when searching on the web interface, so that might not even be a reliable check.
