I have a service that let's people print photos. Sometimes customers choose to print hundreds of photos from their picasa web albums which we pull through the API.
When we go to download the images for printing everything was working fine until a couple days ago. Now it appears our requests are all being throttled to something like 2 Kbps which causes every download request to timeout.
