We've been using the api for a few years now but we are now facing the 
third issue in a month with tag searches and are now seriously considering 
alternatives. I understand we have a similar issue

where suddenly XML tag searches with public images, stop returning results 
(or a reduced number of images) unless you are logeed in with that user. 
The album is public and the Zend API we use should be logged, but etither 
direct or via our PHP scripts we suddenly start receiving wrong results.

We've splitted albums now to no more than 700 images and other tests but 
the problem returns at some point after a while. Our system is well cached, 
so we never issue more than a few queries a day per item with maybe some 
250 items in total maximum, so we've also descarted some form of ban.

We tried to migrate to the api loggin via our google apps (free) account 
user, but found that tag searches don't work there (at all) either.

I understand that Google has simply abandoned this api and we will soon see 
a close up day unfortunately so we are really trying to consider 
alternatives that allow us to tag images locally (ideally with a windows 
app) and search them remotely after.  My questions are:

- any suggestions for alternatives worth considering
- any tips to get the tags reindexed (we likely have to end up removing the 
albums and reupload all the images)
- any limits or tricks to improve the error from reappearing.
- any tools/tips for debugging as we can not search by tag via the "forced" 
google+ annoying profiles
