Many thanks for the insight, and the pointers.  Unfortunately, I need the
filename to be a different value than the filename in the url.

However, beginning yesterday afternoon (1/30/2017), through manual attempts
of running my code, I began to notice some of my multipart attempt of
loading an image via a url actually loading.  Was still getting a very high
failure rate (about 90% failure), but I began noticing some loading.

Then, this morning, my service only had one failure out of 40 image load
attempts.  And rerunning the code loaded the one that originally failed.
So as of now, all my images that had failed to load beginning Saturday
morning at 1/28/2017 2:30 AM CST, have now loaded.

So it appears The Google Photos team is resolving something.  Prior to
yesterday, I was having 100% failures.
