You'd have to write an application that marshaled between Excel & Google
Docs, but this could be done.  The application would probably sync the Excel
spreadsheet with a Google Spreadsheet.  The Spreadsheets API would allow you
to synchronize just the data in cells, where as the Documents List API would
do a more advanced conversion from MS Excel to Google Docs.
