That's for a spreadsheet, not a worksheet; those URLs require the gid parameter to identify the worksheet, otherwise you get the "default" worksheet.
I've tried a few variations, but what I need is this: Given the spreadsheet key and the worksheet ID (not gid) (or some other representation of the worksheet, e.g. atom xml), can I get a downloadable URL?
