I'm no pro but...

You can only redirect a call when the session is in the "pending"
state as described in XEP-0167.

sending "redirect" in the "pending" state is the same as "call
Forwarding"

sending "redirect" during the "Active" state (when there is an active
call) is like performing a "call Transfer", which I don't think is
supported yet.
