AFAIK, Google uses something like parts of XEP-0136 (a Google engineer is one of the co-authors) but they may still use Google-specific namespaces for that feature instead of XEP-0136 namespaces. But note that XEP-0136 is not yet Draft in the XSF's standards process so the official namespaces have not yet been assigned. I think Google may have a policy of not upgrading their service to use what's defined in a XEP until the spec advances to from Experimental to Draft (not a bad policy). XEP-0136 has a dependency on XEP-0189 (Public Key Publishing) for some encryption-related features, but XEP-0189 has a dependency on being able to publish multiple keys via pubsub. We need to finish up that work in order to break the logjam!
