You could submit the patches to the trackers at the Sourceforge project: http://sourceforge.net/projects/libjingle However, it seems that Google is not interested in external contributions, as can be seen from the patches that have been in the tracker for a long time without being applied in any release. The Tapioca project is maintaing a fork of libjingle with many bugs fixed, but also using Gstreamer for media features: http://tapioca-voip.sourceforge.net/wiki/index.php/Installation_Guide This may or may not be what you want, but at least they would probably be happy to look at your patches.
