I think their statement of openess is clear enough:

However this is not a clever idea. If you want to supply value added
services sooner or later it will become necessary to implement some
server components or server hooks, things you can do only if you own
you server. Keep in mind that this still means that gtalk users can
inter-operate with your services, just exploiting server-to-server
communications.
