False. They do host their own groupchat service. But you need to know the secret address of the conference service in order to join rooms there and you need to be connected to your Google Talk account (you can't join from outside). I think the service is hosted at groupchat.google.com but I'm not 100% sure (it might be groupchat.talk.google.com). Maybe they simply haven't configured all the right DNS bits yet so that you can join rooms there from other servers on the XMPP network. The same is true of their translation bots, which exist at bot.talk.google.com but are not accessible from other parts of the network. However, remember that they didn't enable server-to-server communications in the beginning either, so maybe they just haven't gotten this aspect of federation working yet.
