(you probably already are)
buuuuut this is your problem. you cannot have two time traits in a
single skin. i know its a pain but u have 2 repeat the attributes for
each time frame individually
and remember you cannot cross 12am
eg. you cannot have (9pm - 4am) you have to do (9pm -12am) then
on a separate configmap have (12am - 4am)

<Trait name="TimeOfDay">6pm-12am</Trait>

PS theres a good chance it will be a couple of months before your
theme is accepted by google, so yeh just be wary of that.....
