The iGoogle developer profile page combines information from both
gadgets and themes belonging to that developer. The author_photo,
author_aboutme, author_link, author_quote fields come from the Gadgets
API; there's no support for them in Themes. So if you've only created
themes, not gadgets, there's no way to fill these fields.

As a way to work around this, you might be able to create a "dummy"
gadget - perhaps just from the "Hello World" example in the gadget
docs, but with your author attributes - and submit it to the gadgets
directory. Generally, your developer page will only show gadgets with
>100 users, but the author fields might update from the dummy gadget
anyway. Worth a shot if this is bothering you.
