I can see that dynamic themes are based on the time at the user location, I can see in some situations where they might be based upon UCT (e.g. astronomy themes, or themes showing global issues).
Might it be wise to enable the theme designer to specify this, I.e. Timezone - options 'user' or 'UCT' - default is 'user' (which is used if the timezone isn't specified). It'd be nice to have date based options too, so a theme could do something different on a monday to a tuesday - I can see that there would need to be a catchall 'default' set of settings in this example I.e. MONDAY Dynamic theme 1 DEC 25 Dynamic theme 2 Regular dynamic theme Most days, the regular dynamic theme is used. On mondays, Dyn theme 1 used.
