Sorry, but there's nothing more that anyone here can do. Until Google fixes the problem on their side, you just need to keep trying until it works. I've never needed to try more than a few times, but others have reported hundreds of failures, so YMMV.
My guess at the problem is that Google's server is too quick and hits your host for all the required files simultaneously, and some hosts can't take that strain. If you can submit at a time when your server is lightly loaded, that MIGHT help.
