well in order to get an artist theme up i think you need to have an agreement with google on a case by case basis. I have no idea how you would contact them but i can tell you right now you won't get any help here. All the google staff have left this group so right now, this is an official google group of users discussing things within themselves. Sorry to burst you bubble mate.
