How about a subdirectory for theme editor themes, and another for hand-
coded themes?  It's ridiculous wading through hundreds of themes to
find anything.  The other day I came across a horrible "abortion"
theme.  I mean, does anyone monitor these things???

The longer Google sits on this problem the more designers are going to
get fed up.
