When Google was publishing 20-30 pages every 2-3 weeks these types of themes would have never been accepted. They screened the themes for aesthetics and other things. They have some responsibility to the public. If people want to create themes for their own homepages that's one thing. And I think that's where Google messed up. Creating ThemeMaker for people to be able to customize their own homepages is fine but putting all that garbage and personal stuff in the Theme Library has destroyed a good thing.
