Since Google has not established any other categories to make themes
more discoverable, users are dependent on the existing categories of
"most users" and "hottest".  In the middle of the tons of themes from
Theme Maker, I have had a few themes posted.  Despite the fact that
they are buried, some of them have a reasonable following.  One of
them, "Blossoms in Spring" has 9,107 users.  Another theme I posted,
"Oregon Coast" (it was on shortly before the flooding of themes) now
has 25,996 users.  So, I spent a few minutes going through the
"Hottest" section.  Here's what I found:  Neither of the above
mentioned themes shows in the hottest section going through 336 pages
(I got tired and quit looking).  But, I have themes that went on a
long time ago with small numbers of users that are showing.  For
example, my theme "Hawaiian Sunset", which has 2,097 users and was
posted about 10 months ago is showing on page 36 of the "Hottest"
section.  And I found other of my older themes with a small following
showing but not the more recent themes.  So, I don't know what is
going on.  I assume that the "Hottest" section is supposed to be a
combination of when a theme was posted and how many are using it over
period of time but I really don't know.  Something is not right.  I
wonder if maybe more recent themes are not being coded properly for
date, or whether the "Hottest" section has just been ignored due to
over load.  But, one thing is for certain, it is not working properly
so even the limited categories that are available are not valid.
