The basis of many of the iGoogle themes now pouring from the Theme
Wizard appears to be copyright material, e.g. Mikey [sic] Mouse by
madi, which is based on Disney and Warner Bros cartoon characters.

Is not the use of such copyright material in themes, its publication
by Google in the iGoogle themes library, and its subsequent adoption
by potentially millions of members of the iGoogle community a gross
violation of copyright?

It doesn't appear that Google are reviewing these themes, so they must
be condoning them.

I can't imagine that it constitutes "fair use".
