I wonder if this might be the constant problem of Google hitting your server so quickly that it has trouble providing the files. I've had similar problems (and similar error messages) submitting my themes, but persisting has eventually got all files submitted. Search for "FAQ" in this Group for a comment on the problem.
I can see all your jpegs, so the URLs are obviously correct. The downloads do seem quite slow, but this might not be relevant, because I'm in Australia. Have you had similar problems submitting themes before? I tried submitting your theme several times, but all files are still giving an error. The only thing I can suggest (since all your code seems correct) is hosting the files on another server which might provide faster uploads - I can't see anything else which would be giving the errors.
