Difficulties submitting themes with categories

In one of the earlier threads Kathleen gave some initial instructions
on how to submit a theme with the categories.  As no one seems to be
able to get a theme through with the categories, I am hoping Kathleen
can give us some specific feedback on how that is to be done?  Is the
system now set up to accept categories?  Exactly how is that to be
submitted?
