Are you using the Theme Maker? What "specifications" are you using for image size?
I posed a question about Theme Maker in the following thread: http://groups.google.com/group/google-themes-api/ browse_thread/thread/39ae50fdd524ef0e In her reply, Kathleen (Google employee) suggested that you could upload a larger image than spec and Theme Maker would handle the sizing. My problem was a little different, but it might be worth scaling your image up a little, uploading and selecting it all, and let Theme Maker scale it back down to whatever size it thinks it has to be! A long way round, I know, but at least see if it works!
