I don't think so - I haven't seen anything in the Themes API Developer's Guide to suggest that it might be possible. A theme is only a way to dress up the iGoogle page framework. I would think the specialized attributes in the XML theme file are only used to modify specific parameters in the code Google uses to generate the page.
In any case, gadgets are added into iGoogle by personal choice — I don't know how acceptable it would be to present a theme with gadgets as a fait accompli. For what it's worth, the only thing I can suggest is to include the names of the gadgets in the description of the theme, so that potential users of the theme will know what gadgets might be relevant to that theme.
