"the theme still shows up when I use the test url": I don't understand why your theme would still show up in iGoogle after you take down your theme XML from the hosting server. It might still be cached at Google, or you may simply be seeing Classic iGoogle (iGoogle without any theme applied) when you use the test URL. When iGoogle can't find the URL specified in the parameter ?skin= , it is just ignored. No error message, just the Classic iGoogle page format.
