I have since answered part of my query, this might be useful to those
who wasn't previously aware of the fact that there is an AJAX based
access api, available here:

http://code.google.com/apis/ajaxlanguage/documentation/reference.html#_fonje_translate

at google code, that provides methods for getting specific
translations as I was looking to do previously. Still the question of
commercial use is open as these API's are again restricted to free use
of the service, why Google isn't trying to monetize access to this is
beyond me, seems like a potential major source of cash.
