Hi Tones,
Google Translate bases the default language pair you're given based on
your UI language.
For example, translate.google.es, has a UI language of Spanish, and
the default will be English to Spanish. Where as, http://translate.google.pt/,
has a UI language of Portuguese, and the default is English to
Portuguese.
I'll also point out that Google Translate should now be remembering
the last language pair you translated, so no matter what UI language
you have, if you select Portuguese once, it should be that way the
next time you come back.
