The number of people who use or want a new language is not important.
Google needs to have a large volume of texts *already* translated from
english to the other language. If you want to help Google to add a new
language, you must provide them with texts they can use with their
translation software. It should be in a form that can be read by a
computer. Also, it must be free of copyright restrictions.
