Do you have the extension installed?
You can uninstall it here, I believe:

Otherwise, it may not be your browser, it may be the webpage you're
visiting. In that case, there should be a button that says "Turn off
XX Translation", where XX is the language of the page.
Clicking that should save a setting in your cookie so that auto-
translation no longer pops up for pages in that language.
