Odds are you have a PDF document of a scan, or for some other reason
doesn't contain characters in a computer-readable format. Try opening
it in a PDF reader, selecting the text, copying it and pasting it into
Google Translate. If that doesn't work, what you really is an image
rather than a document, and you need to transcribe the letters by hand
(or run an optical character recognition program on it).
