I have just wasted an hour on a similar problem with a private Google
Site.

Used Httpwatch (free download) to reveal Google Translate was the only
non-https URL:
http://translate.google.com/translate_a/element.js?cb=googleTranslateElementInit&hl=en_GB

The "Site Display Language" under "Site Settings" - "General" was set
to US English which caused the call, when I fixed it to UK English it
disappeared

Don't know if this will help you but it fixed my problem without
messing with security settings - which of course is the other way of
doing but requires all site visitors to do the same.
