PDFs can have text information included, or they can be simply images
of text. If they are the latter, then Google Translate can't read
them. Is it possible that the PDF you have only incudes the text info
for the first couple of pages?

You can test this by opening the original PDF in a PDF viewer, moving
a bit out (to one of the pages not translated) and try selecting text
there with the mouse. If it's not possible, then Google Translate
can't access it either.
