A co-worker sent me an e-mail on an issue that we were debating, and
the last sentence on his note ended with the punctuation marks ;);)

Could someone tell me what ;) ;) means?

Is it good, bad or neutral?

I don't want to misunderstand the guy's message. Is he praising me or
cussing me, or is this just neutral PC-speak like LOL or something?
