I find a strange problem: when i retranslate an english article into other languages, my TM indeed are not used, it always return "No previous translations available.".
Finally i downloaded my TM file, and found some '\xc2 \x92' characters, it's single quote in cp1252 encoding, which was used by legacy english Windows OS. Could google guys fix this problem?
