I'm having the same problem and I'm using Firefox 3.6.6. As mentioned
in another post, you turn off (uncheck) the translate option and under
the Edit option within Translate, I've unchecked the option to offer
to translate when the web page you're viewing is in another language.
You're good for a while but both come back to a check status if you
close and reopen your browser (you don't even have to restart the
computer). I even used the "Options" drop down in the translate bar
itself to select, "Never translate this page" and "Never translate
English" but this does not work.

Is this a problem with Firefox or does this happen with Explorer 8 as
well?

Thanks,
Rick Rodriguez
