My google translate does this as well. I have changed my settings every single day to 1) turn off google translator (it still translates any pages that are open in firefox when its loaded) 2) click NEVER translate english, and 3) have chosen to never translate english in the options that you posted below. I'm using Firefox 3.6.8
I've also tried uninstalling google toolbar altogether, and reinstalling, but it's kept my options. This is getting very frustrating. I'm a huge fan of everything google, but this is really annoying.
