I'm sure it's something to do with the CSS, I just can't figure out how to fix it. You can view my page here: http://www-new.baytown.org. The problem is the blue bar across the top; that the background color as Translate is causing the background image to shift down. I'm on a deadline to complete this site, so any help is greatly appreciated.
