Yes and no. It is related to Google that is aiming for mobile phone translations + translation of the spoken word. I think you must also be aware that GT does suffer from censorship. The fact of the matter is that as soon as a website is translated GT owns it.
What he actually wants is a sat phone, these are less subject to jamming/censorship.
