The easiest way to do this is to post the link to translate.google.com with your URL embedded. For example, <http://translate.google.com/translate? js=n&prev=_t&hl=en&ie=UTF-8&layout=2&eotf=1&sl=en&tl=fr&u=http%3A%2F %2Fwww.berkeley.edu>
or if you want to be fancy, change "hl=en" to "hl=fr" so that the header bar is also in French.
