this does look odd, maybe it is the toolbar/chrome setting:

Chrome users can read this article about how to turn off the built-in
Translate.

For Toolbar users (IE/Firefox), please read this article:
http://www.google.com/support/toolbar/bin/answer.py?hl=en&answer=20871
And if your Toolbar is not the latest version, please go to
http://toolbar.google.com to install the latest build, restart your
browser, and verify if the problem still occurs.
