Would really be an nice change, is you instead of just looking into it actually _did_ something to it. How hard can that be? I mean, this issue has been a constant problem for years. I do not use the google toolbar, and manage English just fine on my own, but some web pages just insist on the Google translate (e.g. http://www.zipp.com) even if I return to the same page where I just visited and clicked to disable the freaking thing. Force feeding the thing to users who do not want it is really annoying and I sure cannot see any useful purpose it serves. After all, if one really wants to have the page translated, there is a tool for it, no need to bug the user constantly. Please, make that thing go away and really stay away.
