I observed the bug while playing with the Google Translate
implementation on the site http://www.nycgovparks.org (which is
nothing to do with me, just an example implementation I found somehow/
where).

When you first visit with the browser configuration above nothing pops
up (correctly - my browser is English, the site is English) so
clicking the "Translate this page" link is required (whereupon I'm
selecting Dutch/Spanish/anything other than English)

Not with the browser configurations above, the banner stickiness is
lost. Otherwise it works, as per my original post.
