I think that many people would like to have an option to choose between 
American and British accent – General American and Received Pronunciation 
(British). Both are used widely in all English dictionaries.
Now Google TTS uses rather the American one. You can hear it playing words 
like ‘air’, ‘were’, etc.

I heard that Android users can select between these accents in their 
navigation.

I suppose that there is not much effort to develop it – it is not a distinct 
language but other kind of a voice.
As far as I know Google uses an open source Text-To-Speech system (don’t 
remember project name though) and I am sure that there is British voice 
available.
