Is so, it may be true that you can't directly add the Element. The good news is that the Translate element is actually automatically built into sites pages when users visit your page with a browser that is in a different language. For example, if you're sites pages is in English, but someone with a French browser visits your page, they will see a little "Translate" tab on the bottom of the screen that will allow them to use the Element to translate your page.
