Greetings! I've activated Google Translate API V2 for billing but even
when I pass my API key and/or configure server IPs I see no activity under
my account and I'm always billed $0.00. Even with very little usage (less
than 1,000 characters per day) I'm receiving a "Quota Exceeded. Please see
http://code.google.com/apis/language/translate/overview.html"; response. My
requests are formatted correctly as far as I can tell:
