As documented in a previous post, it's very difficult to test with
display mode set to automatic. Changing the accept-language header in
your browser doesn't work for me.

Eventually I found that if I installed a completely new browser (i.e.
Firefox, Safari or Chrome) and set the language before I visited the
site, the translate header popped up.

I still haven't figured out why - there may be an obscure cookie that
overrides the accept-language header, but I haven't found it. Any
light anyone can shine on this would be wonderful.
