I don't know if this will help, but since Google is the owner of YouTube, I went to their Contact Us page and found what looks to be a phone number to a switchboard operator type phone number: 650-253-0000
I also have an Android Cell Phone with an app that you can speak to and it will do a lot of various functions. With it running, if you say, "Call Google, Inc." it dials that same number. I'm sure their general switchboard operator will be able to guide you to the right Department and/or person.
