I know what you mean. I've done enough "proof-reading" of machine-translated junk, where someone who is not a native speaker of either the source or the target langauge feeds the source text into a machine and thinking whatever it spews out is "translation" that can be proofed. It usually means translating the text from scratch. I think machine translation has its uses, as for example, if you just want to know the gist of a text, but it should never be used as a primary tool of translation. Sadly, as clients don't want to pay for proper translation, and agencies are increasingly desperate to cut corners, I can't see the situation improving any time soon.
