It is seems almost impossible to get a clear answer to that question.

I am therefore asking the question again... Is it planned that GIYL gets 
fixed and when (if known)? It remains impossible to add new translations, 
whatever OS I use or browser.

If not, please let us know so that we don't desperately try every day, 
hoping it will finally work again, not to say that it stopped functioning 
with no kind of prior notice whatsoever.

I can hardly believe that a server problem remains unfixed for more than 2 
months in a company like Google, which provides quality and quick services 
to its users.

and the error message attached. It says "Try again in 30 seconds", I've 
been trying for more than 30 days, but it is still not functional.
